Error 1316 on Uninstall

When trying to uninstall Oracle Database 10g Express Edition, my user is getting the following error:

"Error 1316.A network error occurred while attempting to read from the file C:\Windows\Installer\Oracle Database 10g Express Edition.msi"

Nothing we have done will allow him to remove the software. I've even tried the manual removal that I found elsewhere on Oracle's website.  Is there another way to manually remove the software?
