Is there an API available for inserting freight carriers in wsh_carriers table?

Is there an API available for inserting freight carriers in wsh_carriers table? We have around 65,000 scac codes that we are trying to insert into this table and would like to know if Oracle provides any API for this. Any insight to this is appreciated!!
