APP-FND-01346 when try to create custom top

I am in the process to create custom top. But I am keep getting this APP-FND-01346 message when I try to register the schema in EBS. I have EBS version 12.1.3 on solaris 11.

I have double checked that my password I have entered in the registeration page matches the password that i have created user with in the database. At this point I am not sure what to proceed. Could any oracle person comment on this? Thank you very much.
