Conflicting date error in master pay cycle

I am trying to setup the master pay cycle for 2013. We have a Semi Monthly pay cycle which means that some times the Pay date will be before the Period end date. Such as when the Period end date is 3/31/2013 (a Sunday) the pay date will need to be 03/29/2013 (a Friday). I have tried to copy the 2012 master pay cycle, I have tried to create a new one from scratch and I have tried to import a new one for 2013. Each time I get Conflicting date Errors. Any one know who to fix this?
