DBCA does not recognize clusterware

 I have a RAC one-node cluster already hosting one database.  Everything about my clusterware seems to be configured correctly.  No problems reported by cluvfy utility.  Database relocate works fine, etc.
When I invoke DBCA from the same OH it comes up with standard-alone menu (no RAC option).  I relinked the binaries with rac_on (superfluous since another database is working from the same Oracle Home as DBCA).

I've run all the diganostics from MOS note DBCA does not Show "Oracle Real Application Clusters database" (RAC) Option [ID 1073926.1]' and nothing is wrong.

Hints or suggestions to fix the problem?  

Please don't suggest cloning or running scripts.  I can do that but this problem with DBCA something I need to understand.
