After successful 12.1.1 upgrade driver application, the subsequent application of  patches under EBS: R12.1 Oracle Financials Recommended Patch Collection (RPC) [ID 954704.1] errors out with missing file iexcomm.drv

Patches from EBS: R12.1 Oracle Financials Recommended Patch Collection (RPC) [ID 954704.1] were merged and an attempt was made to apply to our newly upgraded 12.1.1 Instance
