Is Ship To on an Order not required in R12?

Hi,

We just upgraded from 11i to 12.1.3.  We have found that Ship To on orders is not required.  The field is shaded as if it were required but we can book an order without a ship to location.  Is this standard functionality? Is there a profile option we are missing?
