Allow Discount on Partial Payments in R12.1.3

We are at R12.1.3 and have set at system options Allow Discount on Partial Payments to No. However we have Payment Terms which have Allow Discount on Partial Payments set to Yes. Will Oracle AR still allow discount on Partial Payments for these payment terms? Or will it not allow discount on partial payments since system options is set to No.
