The MGW does not start

Hi Colleagues. I have very strange situation.

Condition:

The opened database with correctly configurated the MGW agent. Now it works fine.

Problem.

here are  two parts with the same probelms.

1. after cloning database, the MGW agent does not start with the error ORA-28575: unable to open RPC connection to external procedure agent. Of cource all tunings in database for MGW are done. Solution: Just make restart database.

2. Some times i see the same error after simple restart database. Solution: restart again.

Questions:

Why it happens?

How to start MGW without restarting database?

Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 - 64bi
