Should we apply the post upgrade patch for E-Business Tax (ZX)? Question based on R12.1 Oracle Fina

 We are currently upgrading from R1i  to R12.1.3. We are using the below modules in R11i
Oracle Purchasing
Oracle GL
Oracle AP,
Oracle AR
Oracle CE
Oracle Project Accounting
Oracle HRMS
Oracle Advanced Benefits

Q1. As per the above note, I have question about E-Business Tax (ZX) Patch. Although our state does not have any Sales Tax. And we do not use any Sales Tax calculation software. Is it recommended that we apply E-Business Tax (ZX) Patch or we can skip it? Please advise me?

Q2. Currently our BA is saying that we can skip the patch? I just want to confirm that are there any implications if we skip the patch. If some expert recommend us to apply the (ZX) patch then I need to know that why we should apply this (ZX) patch even though we are not using E-Business Tax module.
