Generic Template for non english language

Hi,
I am following this note: 797332.1

How can one create "FSG : Generic Template" for non english environments e.g in German?


I am doing this for Language: Spanish and Territory: Mexico.

So, it is working fine with HTML and PDF output, but when we select Excel output it is showing no data,  only a blank sheet.

Guys are any of you familiar with this issue? Please advice.
