Language Translation using XLIFF

I've generated a XLIFF file and have not been able to associate it with the Template (RTF). 

In the "'Oracle Business Intelligence Publisher Report Designer's Guide" it says: "In the report Editor, select the Layouts page to upload the translated XLIFF files". 

Is the Layout page being referred to available in the Word Template Builder (don't see it) or is it only available in BI Publisher Enterprise (as show in documentation)?  Is BI Publisher Enterprise required for Language Translation?
