User is trying to attach new taxes and modify the existing one while taking receipt in oracle invent

User is trying to attach new taxes and modify the existing one while taking receipt but when user clicks  on the LOV .. messages comes that
“ List of values contains no entries “

Please note that :
Taxes are already defined in that WH
Allow Tax Change on Receipt’ in Additional Organization Information screen is enabled
