Empty table S_SRM_ACTION after migration 7.7 to 8.1.1

Hello,

After migration from 7.7 SEA to 8.1.1 SEA, Table S_SRM_ACTION is empty. Then I could not create new jobs : picklist is empty

Please advice.

Additional information

Environment  is  : AIX

No error found in log file. : Table have been truncated during upgrep_dev but never reloadded
