Requirement to load patch 5394384 as a pre-requisite for the 2012 AP 1099 patch 15843022

We have not experienced the issue outlined & fixed by patch 5394384, but it is a pre-requisite for patch 15843022.  We are in the process of an R12 upgrade to be concluded 1st quarter 2013, & patch 5394384 is not required for the AP 1099 patch for R12.  Do we have to load patch 5394384?
