New Knowledge document on Applying Language Update Fixes to Delete Current Translations and Insert C

The Normal Language Update process is designed to append new records to language tables, and not replace them.  This is to protect any language customizations or other language modifications made to the system.

To get the Language ESU to replace records instead of appending them, the processing options of the R98403XB need to be changed so the UBE will replace records.

The steps to do this are outlined in this Knowledge document
