OEM configuration fails ORA-04063 "SYSMAN.MGMT_GLOBAL...could not find program unit being called"

I normally recover EM with "% emca -deconfig dbcontrol db -repos drop" and its partner "% emca -config dbcontrol db -repos create".  Today was different, and I suspect it has to do with hardening instructions that removed EXECUTE priviledges from the PUBLIC user; however, nothing in the errors takes me there.

When I attempt to install Database Control using DBCA, it tells me "cannot unlock EM-related account" (looking at the log, I suspect this refers to the DBSNMP user account).  In DBA_USERS, the ACCOUNT_STATUS shows that DBSNMP is NOT locked.  But I digress...

When I attempt the emca "create" above, it ALMOST completes, but reports the following error:  "ORA-04063 SYSMAN.MGMT_GLOBAL errors; ORA-06508 could not find progam unit being called."
