conection issue to other database

Dear All !
Hope you are good. i am making connection to other database so that i can connect from one place.i make a service using tnsnames.ora and put the information listener.ora about database, from  one side i can ping successfully but from other side it will give following errors.

ERROR:
ORA-12543: TNS:destination host unreachable

Can any one solve this issue??

Also i wana some useful guide to implement Data Guard.
