DCOGS / COGS Recognition

 The COGS Recognition event is not being created.  I ran the 3 recognition programs, then the pre-processor, then create accounting but nothing.  Using R12 OPM Financials PMAC cost type.  It has worked before but I am testing in a fresh instance right now.  Is there a OPM or AR setting that I am missing?
