How do I calculate costing data of each routing in Oracle Discrete Manufacturing?

Dear All,
I have a problem about calculate cost:

My customer have 10 operations produce finished goods. My CFO want me built the system allow calculate costing of each operation. I had 2 solutions:

1/ I build 1 routing contain 10 operations, and build report calculate cost of each operation

2/ I build 1 routing/1 operation.

I think case 2 is complex, but it really strong. What do you think the solution best of this problem?. Thank you.
