PLS-00306: wrong number or types of arguments in call to 'UPLOADOBJECT' comes back even after apply

We are upgrading our EBS 11.5.9 instance to 11.5.10.2 instance. We encountered below mentioned errors while applying patch 3480000. We tried to restart the workers, but workers keep failing. We applied patch 5119371 to fix the issue as per an Oracle forum suggestion, but it still does not resolve the worker failures.
