QF0629 is not listed in the Read Me of patch 8.1.1.6 21233 SIA

We are having an issue when using personlization on the Home page in Siebel 8.1.1.6 SIA Financial Services.  When we click Help > About View, the siebel application crashes.  This is only happening in Thin Client.  We found from this Oracle Support Id:  1451813.1, that this is a bug and can be fixed by installing 8.1.1.6 21233 SIA QF0629.  However this Quick Fix is not available under Patches or is it listed in the 8.1.1.6 Release Notes.  The other option is to install 8.1.1.7, but the release notes here do not mention whether or not this issue has been fixed
