Cannot connect utl_http with SSL and Cannot save "empty" Oracle Wallet (without a cert request)

Hello,

I'm using 10.2.0.5 and having trouble with utl_http with SSL on a particular windows server 2008 64 bit.

-It works fine without SSL. 

-When I add a wallet with a cert for the destination server(and all root certs) and use https instead of http , it fails to connect (the wallet seems to open fine, no errors except a failed connection).

-The certs I'm using are 2048 bit, which doesn't seem to be a problem when I test using self-signed certs of this length.

-The wallet refuses to save on this server without a cert request saved within, this is behavior I cannot reproduce on a test box. It doesn't matter which directory I try to save the wallet in. If I create dumby cert request, the wallet saves fine. I've confirm the address and ports are valid.
