Pay Type is Tax Exempt -- State C record not being created

We have a Pay Type that is setup to be exempt from all taxes.  It works correctly for all taxes except the State C record.  No record is created with the Gross in the amount of the Pay Type and Excludable in the amount of the Pay Type.  We have a * in the Tax Exempt Status.  It is an issue on the Pay Check where the Pay Type is set to print with other Pay Types (not on a separate check).
