Report Manager: Report Template Formatting Issues

My company has recently implemented Web ADI/Report Manager for 11.5.10.2

I have reviewed several notes, docs., setup guides etc., but have been unsuccessful in finding the solution to what seems to be a minor issue I am facing...

I have succuessfully created an FSG report template, formatted it, and imported it back into Oracle.  When I run the report not all of the formatting is as it should be; i.e. 1) the template shows that the currency columns should show negative numbers as (1,999.99), yet they display as -1,999.999 in the report. 2) The report title isn't as indicated in the template, and 3) Blank Lines that were inserted in the template are not shown in the report.
