Hardening Oracle 11.2 -- Problems in Windows 2008R2 setting listener to use IP

I'm on a Windows 2008R2 server with Oracle 11.2.0.1 fully patched.  I'm attempting to harden the database, but one of the measures (using IP address instead of FQDN in listener.ora) isn't working.  Not sure why...

It could be a Windows thing (Host Name), or it could maybe be an System Parameter.  Ever run into anything like it?  Listener configuration is pretty much "out of the box", and it doesn't hate the other hardening, just the IP in the HOST= entry.
