Creating a cascading value set for the Accounting Flexfield

Greetings,   I have been asked to create a value set for Accounting Flexfield parameter entry.  This is for use in submitting reports within the Concurrent Manager.     Our Accounting Flexfield has 10 segments, but for discussion I'll limit my example. 
The user has requested the first parameter to the the Ledger Name and each segment of the Accounting Flexfield is dependent upon the previous.  Segment1 is dependent on the chart of accounts id of the ledger. Segment2 is dependent on Segment1 which is dependent on the chart of accounts id.  Segment3 is dependent on Segment2, which is dependent on Segment1 which is dependent on the chart of accounts id.
