budget unposted journal dosent edit why?

Hi,
If i increase and decrease in budget through enter debit and credit in budget enter journal window,it create a UNPOSTED journal......before posting this unposted journal,user inform me it is wrong adjustement,so will it correct?because unposted budget journal doesnt edit before posting?why
