ARABIC data is '?????????' question mark. after full import

After full import from database 8.1.6 to database 9.2 the Arabic data is question mark '?'

Problem Description
---------------------------------------------------
1- Export data from database ver 8.1.6 on AIX 4.
2- Imprt full data to database ver 9.2 on PC windows XP.

The problem is:
                   ARABIC data become '?????????' question mark.
