Colombian witholding tax

Hi,

We have installed Colombian localizations. Regarding witholding tax calculation in AP: to calculate the witholding tax is necessary to match the invoice against a po?

My problem is: if I match an AP invoice against a po, then the system caluclates the witholding tax, but if I do it manually (with no po match) it is not possible to get the witholding tax calculated.

Any suggestion?
