Using IP address in listener.ora -- not working under Windows 2008R2

Apologies if this is a repeat post -- I can't find the earlier one.  Looking for reasons why using an IP address in the listener.ora HOST= entry would be a problem?  The service works great with the FQDN, but not with the IP address.  Figure it's a Windows HOST setting or perhaps something in system parameters.  Still looking,
