 Out of the blue I am unable to log in to my 12c Grid control with any user and receive an "Authentication failed." error message.
I don't have any errors in emctl.log, but I am seeing numerous "(ORA-14400: inserted partition key does not map to any partition)" errors in emoms_pbs.trc. 
 I also have found "[EM-03196] The Job Step Scheduler has not started on time." in the same .trc file.

Are these errors what are preventing me from accessing the Grid? 

I did verify that I am able to log in to the repository database as sysman via SQLPlus without issue.
