iRecruitment External Applicant Registration

When I try to register as an External Applicant in iRecruitment site on step 1 I receive the following error message.

Error:

ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP", line 1819 ORA-29264: unknown or unsupported URL scheme in Package hr_person_address_swi Procedure create_person_address
