Trying to activate internal managers in R 12.0.6

 Dear All,I am running reports reports in the test instance and all the reports end with Phase "Inactive" and status "No Manager" . When I click on the diagnostics button, I get this table CONC-DG-INACTIVE ICM DOWN  Can anyone help with this so that my reports can start completing again.
