2012 W-2 PA issues

We have made payments to multiple Pennsylvania tax collectors during 2012.  Therefore we do not have one tax collector.  When we run W-2 we are finding that when the resident was higher than work area, the PSD code on the W-2 is indicating the resident PSD instead of the work PSD.  I am currently working with Oracle to address this issue.  I was just wondering has anyone else encountered this issue.
