query:bug -14798429 : UNAVAILABLE TABS IN EXISTING RO AND SEARCH ERROR DUE TO SPECIAL CHARACTER

When opening the repair order from Contact center getting the below error

ORA-1403 no data found
FRM-40735:WHEN-NEW-RECORD-INSTANCE trigger raised unhandled exception ORA-06502.

Checking the MOS,hit upon the bug -14798429 : UNAVAILABLE TABS IN EXISTING RO AND SEARCH ERROR DUE TO SPECIAL CHARACTER

Analysis:
Below customer record have the error
Customer :Eberhard-Karls-Universität Tübingen

it has special character "ä' and "ü"

Universitätsklinikum Düsseldorf

It has special character
"ä' and "ü"

Customer アカネ シモダイラ Acct 282445 1010091165067
Customer シンノスケ イワイ Acct  213861 1010051289466

Matías Donoso Tordecilla


and  for some customers like below

Juan Patiño Lopez


we didnot get error.


Could  you please let us know the exact root cause of the issue and also provide a sql query to identify customer records having the problem?
