Is it possible for Employee B to create a Change Request for a Requisition created by employee A in

We are on Oracle Ebiz 11.5.10.2.  We have a situation where Employee A created a large number of PRs (Purchase Requisitions) few months ago.  Those PR were approved and autocreated into PO.  The PO are in approved status.  Now Employee A wants to delegate Change Request to Employee B so that he can concentrate on more important tasks.  Is there any way Employee B can create Change Requests for the approved PRs created by Employee A.  I don't think creating a vacation rule and delegating notifications will do the job.  I read somewhere that this is possible in R12, but
