Price Book Publication for Service Items on OM

Issue:

How do we generate price book for pricelists which has the service item price derived as a percentage or factor of the associated product price on OM?

Since there is no way to pass additional parameters which are sales order line specific values based on which the list price of the service item is calculated, how do we generate price book for those scenarios..

Does price book publication honor dynamic pricing and how?
