resolv.conf PRVF-5637

I'm adding a 3rd node to a 2 node 11.2.0.3 cluster.  During the initial try, I get the error in artifact 1 and the installation terminates.  Based on information I found on the web, I change the resolv.conf from artifact 3 to artifact 4.  That partially resolves the situation.  I now get messages in artifact 2 and the installation completes.  My questions are: 

1:  What is the proper contents of the resolve.conf

2: Why, when the resolv.conf files are exactly the same, does the oracle software report that it isn't?
