Needed an Public API for doing the sub-inventory transfers,misc issue,misc receipt

Can i any body please give me the details for doing the transactions like  sub-inventory transfers,misc issue,misc receipt

with out using the material_transactions_interface  table  and  with out lunching the inventory transaction manager concurrent program;
