Submit Payment Process Request Error

We are getting this error in the 'Submit Payment Process Request' function. This is happening in all of our instances but intermittently.  It sometimes works the next time and sometimes they have to wait a while to try again before it works. Would like to know if others have reported this or if there is an unpublished note about the cause and fix. I'm wondering if this could be related to the RUP5 pre-req patch that caused an issue in this function for which we did have to apply the patch (see thread below). We have found a few notes on MOS
