12378114 : 12.1.3: Oracle Solaris on SPARC (64-bit): Error message is ORA-01430

** Customer got the following error when applying patch 12378114 in PROD instance
      Error in executing statement ALTER TABLE BIS.BIS_LEVELS_TL ADD ( LAST_UPDATED_BY NUMBER NULL  )
      Error message is ORA-01430: العمود الجاري إضافته موجود بالفعل في الجدول
      Error code is    1430

 ** Patch is applied properly in the test instance.
 ** Customer has different architectures in PROD and  TEST  (PROD is db tier and 2 apps tiers while test is 1 db tier and 1 apps tier)
 ** Issue could be due to 1504251.1 (as per the locale setting in prod and test)
