Enter Line type of Outside Processing on BPA

I am trying to add a line to a BPA with type of Outside Processing.  It will not allow me to enter a particular time on this line.  I have verified the item is setup with with outside process on the item master.  The BPA will allow me to add this item using the Goods type option.  Can someone tell where else i need to look to see why this item can not be added to the BPA?
