Company want to setup link limit for each capex to control ordering process

Our company have special capex process for each project to get approval for fund which is out of oracle EBS.
local finance want to see whether we can setup this capex limit into Oracle to control ordering process for this capex,if there are exceed limit for this capex, we need to internal capex process to get more fund,I'm not sure is there any function from Oracle can match it,and any resource can share it me?
