Installing Oracle database 11g and additional RDBMS patches while upgrading to 12.1.1/ 11.2.0.3

Hi all

Reference to Note 881505.1

We are upgrading from EBS 11.5.10.2 / 9.2.0.8 database to 12.1.1/ 11.2.0.3 database
We are now about to start with the point of installing 11g database (point #6 in the document - see attached text at the end please)

what dose "6.Install the 11.2.0.3 software" mean ?
Should we apply Patchset 10404530 ? - and then what about additional patches mentioned in point #9 ? "9.Apply additional 11.2.0.3 RDBMS patches" ( see attached text at the end please) - Are these patches the correct patches related to Patchset 10404530 ?

6.Install the 11.2.0.3 software
Log in to the database server node as the owner of the Oracle RDBMS file system and database instance. Ensure that environment settings, such as ORACLE_HOME, are set for the new Oracle home you are about to create, and not for any existing Oracle homes on the database server node. Perform all the steps in Chapter 4, "Installing Oracle Database" of the Oracle Database Installation Guide 11g Release 2 (11.2) for your platform.
