How do I prevent volume pricing from adjusting after part of the order has shipped

Created an order for a total quantity of 120 at $414, and it priced correctly based on how the modifier was set-up,  the line got split to 50 and 70. 70 pieces got shipped, the system recaculated the remaining quantity of 50.  How do I prevent this from happening?
