Problem connecting Win 7 stations to 11.2 db

Our stations are 64-bit Win 7.  We have an 11.1 db running on a 32-bit Win 2003 server.  All stations run Forms and Reports 6.0.8.27. I used Oracle Net8 Easy Config to configure connections to the 11.1 db and that works fine.  We've just installed 11.2 on a 64-bit Win 08 R2 box and now Win 7 stations can't connect to it.  I requested and received a link to download 10.2 client for Win x64. I tried to install on a Win 7 station and got the following error message:
