NA PAY The Timing of applying North American EOY Phase 2

Can someone help me to understand the timing of applying EOY Phase 2?

Basically, we have another pay period coming up (Pay period begin: 12/18/2012 to PPE: 12/31/2012 Check date: 01/04/2013, it sounds like this is the 1st pay period of 2013 as the pay date is in January).

Do I need to apply this patch before running the payroll?
