The most recent replacement for this patch  13999194:R12.PO.B is 14125066:R12.PO.B.
When we apply the patch in  development r12(12.1.3) EBS system. Failed with Error
Cannot open patch file:
/backup/prepatch/PO/14125066/icx/admin/driver/icxr12upg.drv
Cannot open patch file:
/backup/prepatch/PO/14125066/icx/admin/driver/icxssfw.drv
Cannot open patch file:
/backup/prepatch/PO/14125066/icx/admin/driver/icxssp5.drv
Cannot open patch file:
/backup/prepatch/PO/14125066/po/admin/driver/poconmo.drv
Error occurred in version checking for driver files.
