Recommended patch list by patch wizard contains patches for products not installed

We're in the process of upgrading our 12.1.2 environment to 12.1.3. We're using the patch wizard utility to gather a list of recommended post upgrade patches in an attempt to limit issues caused by the upgrade. The wizard is recommending hundreds of patches and a large percentage of them are for products we're not using.
Our goal is to be current with all patching for the products we use. What is the best practice on how to address these? Does Oracle truly recommend we install them all or should we limit the installation to only the products we feel might be impacted?
